Pelajaran-Pelajaran Dari Kudeta 1965 Indonesia
Pada Bulan Oktober 1965 kaum buruh internasional mengalami salah satu kekalahan yang terbesar dalam period setelah Perang Dunia Kedua.Sebanyak satu juta buruh dan petani dibantai dalam kudeta militer yang diatur oleh CIA dan dipimpin oleh Jenderal Suharto. Kudeta militer ini dilakukan untuk menyingkirkan rejim burjuis Sukarno yang sedang goyah, menindas pergerakan massa di Indonesia dan mendirikan rejim militer yang brutal.
Mantan-mantan diplomat Amerika Serikat and pejabat CIA, termasuk bekas duta besar AS untuk Indonesia dan Australia, Marshall Green, tahun ini telah mengakui bekerja sama dengan tukang-tukang jagal Suharto dalam pembunuhan ratusan ribu buruh dan petani yang dicurigai sebagai pendukung Partai Komunis Indonesia. Mereka memberikan secara perorangan nama-nama dari ribuan anggota PKI dari arsip-arsip CIA, untuk daftar-daftar bantaian angkatan bersenjata.
Menurut Howard Federspeil, seorang ahli soal Indonesia yang sedang bekerja untuk Departemen Luar Negeri AS pada waktu kampanye anti-komunis itu: “Tak seorang pun perduli, asal saja mereka itu komunis, kalau mereka dijagal.”
Kudeta itu merupakan hasil dari sebuah operasi panjang CIA, dengan bantuan agen-agen Dinas Intelijen Rahasia Australia (ASIS), untuk melatih dan membangun angkatan bersenjata Indonesia dalam persiapan untuk sebuah rejim militer yang akan menindas aspirasi revolusioner rakyat Indonesia.
Pada waktu kudeta militer itu, PKI merupakan partai Stalinis yang terbesar di seluruh dunia, di luar Cina dan Uni Sovyet. Anggotanya berjumlah sekitar 3.5 juta; ditambah 3 juta dari pergerakan pemudanya. PKI juga mengontrol pergerakan serikat buruh yang mempunyai 3.5 juta anggota dan pergerakan petani BTI yang mempunyai 9 juta anggota. Termasuk pergerakan wanita, organisasi penulis dan artis dan pergerakan sarjananya, PKI mempunyai lebih dari 20 juta anggota dan pendukung.
Selama perjuangan kemerdekaan melawan Belanda di tahun empatpuluhan dan sepanjang tahun limapuluhan dan enampuluhan ratusan ribu orang buruh yang sadar akan kelasnya menjadi anggota PKI, mengira PKI masih mewakili tradisi-tradisi sosialis revolusioner Revolusi Bolshevik 1917.
Namun pada akhir 1965, antara 500.000 dan satu juta anggota-anggota dan pendukung-pendukung PKI telah menjadi korban pembunuhan dan puluhan ribu dipenjarakan di kamp-kamp konsentrasi, tanpa adanya perlawanan sama sekali.
Pembunuhan-pembunuhan itu sangatlah tersebar-luas, sampai sungai-sungai menjadi penuh dengan mayat-mayat para pekerja dan petani. Sewaktu regu-regu pembantai militer yang didukung CIA mencakupi semua anggota dan pendukung PKI yang terketahui dan melakukan pembantaian keji mereka, majalah “Time” memberitakan:
“Pembunuhan-pembunuhan itu dilakukan dalam skala yang sedemikian sehingga pembuangan mayat menyebabkan persoalan sanitasi yang serius di Sumatra Utara, di mana udara yang lembab membawa bau mayat membusuk. Orang-orang dari daerah-daerah ini bercerita kepada kita tentang sungai-sungai kecil yang benar-benar terbendung oleh mayat-mayat. Transportasi sungai menjadi terhambat secara serius.”
Bagaimanakah kekalahan bersejarah ini dapat terjadi? Jawabannya memerlukan sebuah penelitian dari sejarah pergerakan rakyat Indonesia, pengkhianatan oleh kelas burjuis nasional yang dipimpin oleh Sukarno, peranan kontra-revolusioner PKI dan peranan penting yang dimainkan oleh para oportunis Pablois dari “Sekretariat Tergabung” (United Secretariat)-nya Ernest Mandel dan Joseph Hansen dalam membantu pengkhianatan para Stalinis.
‘Permata Asia’
Kudeta berdarah di Indonesia merupakan hasil dari niat imperialisme AS untuk mendapatkan kontrol mutlak atas kekayaan alam dan sumber-sumber strategis dari kepulauan yang sering dinamakan ‘Permata Asia’ itu.
Pentingnya Indonesia bagi imperialisme AS ditegaskan oleh presiden AS Eisenhower di tahun 1953, waktu ia mengatakan kepada konperensi gubernur negara-negara bagian bahwa pembiayaan oleh AS untuk perang kolonial pemerintah Perancis di Vietnam adalah sangat imperatif dan merupakan “jalan termurah” untuk tetap mengontrol Indonesia.
Eisenhower menerangkan:”Sekarang marilah kita anggap kita kehilangan Indocina. Bila Indocina hilang, beberapa hal akan langsung terjadi. Tanjung Malaka, sebidang tanah terakhir yang bertahan di sana, akan menjadi sulit untuk dipertahankan. Timah dan tungsten yang sangat kita hargai dari daerah itu akan berhenti datang, dan seluruh India akan terkepung.
“Birma tidak akan berada di posisi yang dapat dipertahankan. Semua posisi di sekitar sana akan menjadi sangat tak menyenangkan buat Amerika Serikat, karena pada akhirnya jika kita kehilangan semua itu, bagaimanakah dunia bebas akan mempertahankan kerajaan Indonesia yang kaya?
“Jadi, entah dimana, ini harus diberhentikan dan harus diberhentikan sekarang, dan inilah yang kita usahakan.
“Jadi, bila AS memutuskan untuk menyumbang 400 juta dolar untuk membantu perang di Indocina, kita bukannya menyuarakan program bantuan gratis. Pada tahun 1939, yang pada waktu itu masih dipanggil East Indies Belanda memasok lebih dari separuh konsumsi total bahan mentah yang penting bagi Amerika Serikat. Kekuasaan atas daerah penting ini merupakan masalah penting dalam perang AS-Jepang di Pasifik. Dalam masa setelah perang kelas penguasa AS bertekad bulat untuk tidak kehilangan kekayaan-kekayaan negara ini ke tangan rakyat Indonesia.
Setelah kekalahan Perancis di Vietnam di tahun 1954, AS menjadi khawatir bahwa perjuangan rakyat Vietnam akan menyulut pergolakan revolusioner di seluruh daerah Asia Tenggara, mengancam kontrol mereka atas Indonesia.
Di tahun 1965, sebelum kudeta di Indonesia, Richard Nixon, yang segera akan menjadi presiden AS, menyerukan untuk pengeboman saturasi untuk melindungi “potensi mineral besar” Indonesia. Dua tahun setelah itu, dia menyatakan bahwa Indonesia merupakan “hadiah terbesar Asia Tenggara”.
Setelah kudeta 1965, kegunaan diktatur Suharto untuk kepentingan imperialisme AS telah tergarisbawahi dalam laporan Departemen Luar Negeri AS ke Konggres di tahun 1975, yang menyebut Indonesia sebagai “lokasi yang paling berwenang secara strategis di dunia”:
“Mempunyai populasi yang terbesar di seluruh Asia Tenggara.
“Merupakan penyuplai utama bahan-bahan mentah di daerah itu.
“Kemakmuran ekonomi Jepang yang terus berkembang, sangatlah tergantung pada minyak bumi dan bahan-bahan mentah lain yang dipasok oleh Indonesia.
“Investasi Amerika yang sudah ada di Indonesia sangatlah kokoh dan hubungan dagang kita sedang berkembang cepat.
“Indonesia mungkin secara meningkat akan menjadi penyedia yang penting untuk keperluan energi AS.
“Indonesia adalah anggota OPEC, tetapi itu mengambil sikap yang moderat dalam langkah-langkahnya, dan tidak ikut serta dalam embargo minyak bumi.
“Kepulauan Indonesia terletak pada jalur-jalur laut yang strategis dan pemerintah Indonesia memainkan peranan yang vital dalam perundingan-perundingan hukum kelautan, yang sangatlah penting untuk keamanan dan kepentingan komersiil kita.”
